The beautiful modern-style building of the Fine Arts Museum on Pobeda (Victory) street was built in 2004. It is in the immediate vicinity of the museum-diorama «Battle of Kursk» and the Belgorod local history museum.

The museum exposition is based on a collection of over 200 pictures given to the museum by the wife of a painter Dobronravov, a native of Belgorod. Later, the museum obtained the pictures from the funds of the Artists Trade Union of Russia, the Museums Department of Russia and private collections.

The exhibitions of various pictures, including those of West Europe painters, is on the ground floor of the museum. The permanent exposition of Russian painters is on the first floor of the museum.
